ผู้ประกันตนมาตรา 33 หมายถึง ผู้ประกันตนที่อยู่ในสถานประกอบการที่ตั้งอยู่ในจังหวัดนั้นและ รวมจำนวนผู้ประกันตนที่ทำงานใน สถานประกอบการมากกว่า 1 แห่ง ทั้งนี้สถานประกอบการมีสาขาในพื้นที่อื่นแต่ไม่แจ้งขึ้นทะเบียนสาขา จำนวนผู้ประกันตนจะนับรวม ณ จังหวัดที่นายจ้างขึ้นทะเบียน
ผู้ประกันตนมาตรา 39 และ มาตรา 40 หมายถึง ผู้ประกันตนที่ขึ้นทะเบียนในจังหวัดนั้น
